課程概述

就歷史的觀點來看,福利國家制度是民族國家的綱領計畫。但是歐盟在歐洲整合的步驟卻逐漸影響到國家層次的社會政策。因此歐洲社會政策(European Social Policy)一詞就具有雙重意義:在西歐各福利國家的社會政策以及〈直接或間接的〉歐盟社會政策。除了注意個別福利國家的制度動態以外,我們更不能忽視歐盟在這個領域日增的影響力。
本課程處理歐洲社會政策的兩個層面:會員福利國家的福利制度及歐盟超國家的治理,主要的重點則是放在後者。有鑒於國家的福利制度,將討論在西歐有那些不同的類型及各國的傳統,以及它對歐盟治理的意涵。 

課程目標
本課程將以此為前提處理以下兩大問題組合。首先是以敘述的方式來解釋歐盟的政治機構如何形成及其具備的能力,這點與歐盟調控機制的問題息息相關。其次,分析歐盟社會政策如何在此框架下發展,及其對各個福利國家的影響。接下來以不同的政策領域為例,闡明不同政策領域之間的進展落差:結構基金、性別平等政策、勞資關係、彈性安全勞動市場政策、以及老年保障政策。課程的第三部分將討論歐洲社會政策的未來展望做為結論,從歐盟東擴及歐盟里斯本條約發展的觀點,看是否有所謂的歐洲社會模式。
